The WVU Health System and the University are separate legal entities with separate identity and access management systems which govern and provision access to systems and services.   

Health System employees must have a shared account, dual appointment, or a sponsored account to access University resources like the new research administration system, WRAP.   

This is a requirement for liability, licensing, and information security policy purposes.  The current system.   The current system, WVU+kc, auto-provisions Health System employees using custom code; this is not possible with WRAP, which WVU+kc auto-provisions Health System employees using custom code; this is not possible with WRAP as it is a commercial system developed by Huron Research.

Health System User Access 

Some Health System users are existing shared users (decided upon by the Health System), have a dual appointment with the University (usually faculty who are paid by both the University and the Health System), or have an existing Sponsored Account with the University.  No action is needed for these existing accounts. 

Requesting a New Sponsored Account 

Sponsored Accounts are required when Health System employees do not have a shared account and do not have a dual appointment. 

Health System employees should: 

  1. Submit a request to ? (University Employee) to request a Sponsored Account 

  1. ? Completes the Sponsored Account Request form selecting WRAP as the access needed and including Ming Lei as the Sponsor. 

  1. The account will epire after one year and can be renewed by the Sponsor.  Automated reminders are sent to the account holder and the Sponsor.   

Types of Research

University Research – Projects that are completed on behalf of the University and meet the Department of Health and Human Services (DHHS) definition of research.  

Health System Research – Projects that are completed on Behalf of the Health System for a goal or purpose stated by the Health System and meet the Department of Health and Human Services (DHHS) definition of research. 

Health System Projects that do not meet the Department of Health and Human Services (DHHS) definition of research. Projects such as Quality Improvement, Evidence Based Practice and Program Evaluations that are initiated by the Health System in support of a Health System goal or purpose.  These projects do not require IRB review and should be submitted to the University for review.  Use the Human Data Protection process for determination and to obtain a Letter of Determination.  

Federal Definition of Research (DHHS) 

According to the Department of Health and Human Services (HHS), "research" is defined as "a systematic investigation, including research development, testing, and evaluation, designed to develop or contribute to generalizable knowledge". This means that any activity intended to create new knowledge that can be applied broadly is considered research under HHS regulations.
